Legislation passes in 2018 to allow for casinos.

In November 2018, Arkansas approved a constitutional amendment to allow the operation of four casinos. In April 2019, the first two casinos opened, with four more of differing sizes opening or proposed to open afterwards.

The Arkansas Racing Commission

The Arkansas Racing Commission licenses and regulates casinos. The first two casinos opened at Oaklawn Racing Casino Resort (in Hot Springs) and Southland Gaming and Racing (in West Memphis). Saracen Casino Annex opened in September 2019. 

Expect More Casinos

Due to Arkansas’s proximity to Oklahoma and Mississippi, many residents are pro-casinos and would like to see the money from them stay in the state. With casinos now legal to operate, more are expected to open across the state. Passing the licensing requirements remains a challenge for some proposed casinos.

Arkansas Betting Facts 

The gambling age for casinos and online sports betting is 21, and 18 for pari-mutuel wagering. However, pari-mutuel is less available now for those 18 to 20, as most casinos do not allow people under 21. 

Offline sports betting in Arkansas is also legal but limited. At a few casinos where sports betting is available, the options are limited, as the casino focused on providing table games and slot machines over sports betting.
