Royal Arcade Corp. main target in latest Florida gambling arrests

Down in the Sunshine State, another week brings a new gambling arrest in the region. Per one report, a husband, his wife and her mother were among four people arrested in an undercover bust of a Hialeah business involved in illegal gambling and money laundering, authorities said. The Miami-Dade Sheriff’s Office and Florida Highway Patrol had launched the investigation this past October into Royal Arcade Corp. at 5440 16th Avenue, the arrest report indicated. Detectives made multiple undercover visits to the business to gamble and 60-plus electronic gaming machines inside. Per this report, deputies and troopers executed a search warrant at the business and arrested the owner, 43-year-old Morales Monroy, and three people who were working there, including his wife and mother-in-law.

Bank documents showcase gambling inconsistencies

According to the report, financial records showed Monroy’s reported earnings from the arcade for 2025 were $43,000, which was inconsistent with bank records showing deposits of over $926,000 and withdrawals of over $1 million, the reports said. Investigators said Monroy made cash deposits at multiple bank branches to avoid triggering mandatory reporting thresholds. Monroy is now facing charges including money laundering, gambling, bookmaking, keeping a gambling house, and possession of a gambling device. His wife, 42-year-old Elaine Moreno-Noa, 61-year-old Carmen Noa-Pantaleon, and an employee, 29-year-old Cary Eliany Duenas-Villaverde, face charges including gambling, bookmaking, keeping a gambling house, and possession of a gambling device, records show. 

Heightened Florida gambling penalties face headwinds

In other Sunshine State news, despite high-profile arrests and claims that illegal gambling in Florida is spreading at a never-before-seen pace, efforts to impose stricter penalties on so-called “storefront casinos” sprouting across the state have collapsed. Critics blame Gov. Ron DeSantis’ administration for being unyielding in its demand for a crackdown. These efforts have stalled, too as crackdowns across the state persist.

For instance, in late March, the Sarasota County Sheriff’s Office, in cooperation with the Florida Gaming Control Commission (FGCC), raided Spin 24/7 Social Club, seizing 66 slot machines and an undisclosed amount of cash. Authorities arrested two employees on charges, including keeping and maintaining a gambling house and possession of slot machines. The case reflects a border pattern of operators using social club models to mask casino-style gambling activity. In late February of this year, Florida Attorney General James Uthmeier announced a two-day sting operation spanning Volusia, Brevard, Duval, and Flagler counties, resulting in the seizure of 525 illegal slot machines and approximately $190,000 in cash across 39 locations.

In a separate January operation in Lake County, authorities seized 231 illegal gambling machines and more than $158,000 in cash. 

For 2025, the FGCC has seized over $14.4 million in cash and over 6,700 illegal slot machines, and the cash figure was more than double that of 2024. Despite continued enforcement activity and calls by Uthmeier and the FGCC, Florida lawmakers failed to pass any major gambling-related legislations during the 2026 session. Lawmakers introduced multiple bills to strengthen enforcement tools and clarify definitions of illegal gambling. One of the most prominent measures, SB 1580, passed the Senate and the House, which amended it, but failed to reach a final agreement. 

Gambling crackdowns continue across the state

Finally, developments also continued in one of the state’s most high-profile cases involving suspended Osceola County Sheriff Marcos Lopez. Per the report, Lopez faces charges tied to an alleged $21.6 million illegal gambling operation. Prosecutors claim he protected the business in exchange for between $600,000 and $700,000. On March 31st, Lopez appeared before a judge for the first time since posting a $1 million bond in June. The hearing addressed the prosecutors’ concerns about a potential conflict of interest involving one of his defense attorneys, whose firm had previously represented individuals who could be called as witnesses. 

A judge ultimately ruled that Lopez knowingly waived any potential conflict, allowing his legal team to remain in place. Additionally, further proceedings in the case are scheduled for May 18th and all of Lopez’s arrested co-defendants have accepted plea deals. Indeed with a variety of cases continuing to rise up across the state, gaming is no doubt a topic that will not be leaving the spotlight anytime soon. Officials in the state are pressed to continue to make sure that responsible gaming resources are shared and that individuals who break the law are held accountable.
